About Dr. Scott Andrews

Scott Andrews has 20 years of experience in public sector administration, distinguished by providing progressive vision and decisive leadership to 5 local government organizations in Florida, Georgia, and California. Scott is dedicated to building vibrant communities and enhancing neighborhoods; to establishing a sense of place; to promoting strong civic engagement; and to restoring trust in local government.

Andrews has a track record of demonstrating expertise in developing strategies to solve highly complex problems and resolving organizational issues while navigating diverse agendas and balancing competing issues. Possesses a strong business acumen and core management competencies in all aspects of municipal governance and leadership.

Scott is currently the Assistant City Manager for the 46th largest City in the United States, in Bakersfield, California. Scott previously served as the City Manager in the east Atlanta City of Covington, GA, as the Assistant City Manager in Smyrna, GA, the Economic Development Director in Sugar Hill, GA, and in multiple leadership roles in Parks and Recreation in Temple Terrace, FL.

Mr. Andrews previously served as the Assistant City Administrator for the City of Smyrna, Georgia.

Scott received his undergrad degree in business administration, a master’s degree in public administration and a doctorate in organizational leadership. Dr. Andrews also stays on top of best practices and has received leadership certificates from Stanford, Yale, Penn, Michigan, Pittsburgh, etc. Scott has the prestigious Credentialed Manager designation from ICMA. This is a feat that has only been attributed to approximately 1,300 local government professionals throughout the world. Scott is also a certified Economic Development Finance Professional (EDFP) through the National Development Council. As a LinkedIn “Top Voice” in mentoring Scott is dedicated to promoting professional, efficient, and ethical local government all around the world.

Scott is entrenched in the community. He is an active Rotarian in downtown Bakersfield. He also serves as a mentor with Bakersfield Angels. Andrews is also a board member for; the Boys & Girls Club of Kern County, the Bakersfield Sister City, Cal-ICMA, Toastmasters, and the Visit Bakersfield Tourism Board. Scott is the Founder of the non-profit, The Violet Movement, and serves in numerous leadership roles as an active member of the International City/County Managers Association (ICMA).

A native of Tampa, with deep roots in Atlanta. He is a first-generation college attendee, and U.S. born citizen, as both of his parents are not from the U.S. His maternal grandparents played a large role in his upbringing, where they helped to instill his work ethic, and his sense of humor. Scott is married to his better half Danielle. Their daughter Violet is now in heaven, but they hope to add to there family soon.
